Premier Legal Expertise Combined with Executive Leadership

Sean W. O'Donnell is the founder of Integritas Law Firm and one of the most experienced whistleblower and government fraud attorneys in the country.

Sean earned his law degree from the University of Texas at Austin, where he also holds a master's degree in economics. He earned a bachelor's degree in economics from Texas A&M University and a bachelor's degree in mathematics from the University of Washington. Early in his career he clerked on the U.S. Court of Appeals for the Eighth Circuit and on the U.S. District Court for the Western District of Texas.

He then spent 15 years at the U.S. Department of Justice as an award-winning trial attorney and prosecutor, focusing on white collar crime, fraud, corruption, and national security matters, including the investigation and litigation of whistleblower allegations against government contractors, officials, and grantees. Sean’s work resulted in over $4 billion returned to the U.S. Treasury and to victims.

In 2019, Sean was unanimously confirmed by the U.S. Senate as Inspector General of the Environmental Protection Agency. In 2020, he was simultaneously appointed acting Inspector General of the U.S. Department of Defense, leading more than 1,800 oversight professionals stationed worldwide. During his tenure, his offices recovered approximately $3.5 billion in civil and criminal cases and issued over 331 reports.

Sean founded Integritas Law Firm to represent the people on the front lines: the employees, contractors, and insiders who see fraud happening and have the courage to act. He handles every case personally, on contingency, with the same commitment to integrity that defined his public service career.
